1.2  Committee Charter:

The Two-Year College Education Committee is a standing committee of the ACM Education Board. The Committee is concerned with all education issues that affect computing at two-year colleges and in two-year degree programs. The primary purpose of the Committee is to provide curriculum recommendations in all areas of computing for such degree programs. The Committee may also make recommendations on other educational matters affecting such programs.

The voting membership of the Committee shall be the Chair, plus 4 members-at-large. When possible, the membership shall represent the interest of computing at two-year colleges. The Committee members are appointed as specified in Bylaw 8 and the terms of office are also specified in Bylaw 8.

1.3  Committee Organization:
The Committee established a 12-person Task Force on March 1, 1998 for the purpose of fulfilling the charge of the SDF proposal to update the Computer Support Services Curriculum Guidelines. The Task Force is expected to be active through December 1999.
1.4  Committee Meetings

September 12-14, 1997:

Committee meeting in Washington, DC. Karl Klee, Richard Austing, Robert Campbell, C. Fay Cover, and Joyce Currie Little were in attendance. The Committee finalized the SIG Discretionary Fund (SDF) proposal that was presented to the SIG Board on October 15, 1997. The Committee also worked on plans for a workshop that will be conducted at the SIGCSE ’98 Symposium. Follow-up activities to last summer’s workshops were also discussed.

December 12-14, 1997:

Committee meeting in Orlando, FL. Karl Klee, Richard Austing, Robert Campbell, C. Fay Cover, and Joyce Currie Little were in attendance. The Committee made detailed plans for the upcoming Community College Initiative to be conducted within the SIGCSE ’98 Symposium. Follow-up activities to last summer’s workshops were also addressed.

January 24-25, 1998:

Committee meeting in Washinton, DC. Karl Klee, Richard Austing, Robert Campbell, C. Fay Cover, and Joyce Currie Little were in attendance. The Committee finalized plans for the upcoming workshop to be conducted at the SIGCSE ’98 Symposium. The Committee also discussed preliminary plans in the event of a favorable SDF funding decision. Follow-up activities to last summer’s workshops were also reviewed. The Committee met with two Program Directors at NSF Headquarters to discuss ideas for a Committee NSF ATE proposal.

February 26 – March 1, 1998:

Committee meetings in Atlanta, GA, in conjunction with the SIGCSE Symposium. Karl Klee, Richard Austing, Robert Campbell, C. Fay Cover, and Joyce Currie Little were in attendance. The Committee conducted a Community College Initiative, consisting of a birds-of-a-feather session on Thursday night, a panel discussion on Friday afternoon titled "Associate-degree Programs in Computer Support Services", a community college reception on Friday night, and a workshop titled "www.development.multimedia.issues.edu" on Saturday afternoon. The Committee also identified the members of the Task Force for the SDF-funded project. The Committee discussed plans for future activities and the Committee composition.

May 28-31, 1998:

Committee meeting in Colorado Springs, CO. Karl Klee, Richard Austing, Robert Campbell, C. Fay Cover, and Joyce Currie Little were in attendance. The Committee formulated detailed plans for the Task Force meeting to be held June 11-15, 1998.

June 11-16, 1998:

Committee and Task Force meeting in Colorado Springs, CO. Committee members in attendance were Karl Klee, Richard Austing, Robert Campbell, C. Fay Cover, and Joyce Currie Little; task force members will be identified later in this report. The preliminary set of curricular guidelines for Computer Information Technology (CIT - formerly denoted by CSS) was formulated.

2.  SUMMARY (FY ’98)

2.1  1996 NSF UFE Grant
The Committee oversaw the follow-up activities associated with the workshops that the Committee conducted during June and July 1997, under the auspices of the 1996 NSF UFE grant. A proposal to SIGCSE ’98 for a panel presentation highlighting the follow-up accomplishments of the NSF UFE workshop participants was not accepted.
2.2  1997 NSF UFE Proposal
NSF did not fund the proposal submitted by the Committee in June 1997 for a second series of Undergraduate Faculty Enhancement workshops. This proposal requested funding to conduct four regional two-day workshops during June and July 1998 dealing primarily with the topic of Distance Learning.
2.3  Presentation at the Asymetrix Conference
Asymetrix did not accept the proposal submitted by the for a conference presentation at the September ’98 Asymetrix Conference in Seattle dealing with the topic of the use of multimedia in instruction.
2.4  Community College Initiative:

The Committee, in conjunction with SIG3C, conducted a Community College Initiative at the SIGCSE ’98 Symposium. This Initiative consisted of a panel presentation, birds-of-a-feather session, a community college reception, and a workshop designed specifically to address the two-year college environment. All expenses pertaining to the initiative (including promotional mailings) were paid by SIGCSE. The Initiative was based upon the very successful Community College Initiatives conducted at the 1996 and 1997 SIGCSE Symposia.

2.5 SDF Grant Proposal
The Committee proposal to the SIG Discretionary Fund submitted on October 15, 1997 for $12,000 in funding to update the Computer Support Services Associate Level curriculum report was funded. The Committee initiated work on this project in FY ’98; it is scheduled to be completed around September 1999.
2.6 Supporting SIG3C
The Committee continued to lend support to SIG3C (Special Interest Group for Computing in Community Colleges) primarily through a Committee column as well as other Committee articles published in 3C ONLINE, the publication of SIG3C.

3.  PLANS (FY '99)

3.1  SIGCSE ’99 Proposal
The Committee is planning to submit two proposals for the SIGCSE ’99 Symposium dealing with panel discussions addressing the CIT curricula and vendor-specific certification issues in the two-year college environment. The Committee will also be proposing a birds-of-a-feather session for two-year college faculty at SIGCSE ’99.
3.2 NSF UFE Proposal
The Committee will investigate the submission of an Undergraduate Faculty Enhancement grant proposal to NSF as a follow-up to this year’s SDF project addressing the CIT curricula guidelines.
3.3  SDF Grant Project
The Committee will complete the various phases outlined in the SDF grant project to update the Computer Support Services Associate Level curricula guidelines. The new guidelines will update and broaden the previous curricular development work of the Committee, and will be referred to as the Computer Information Technology (CIT) curricula guidelines.
3.4  CIT Dissemination
The Committee will be considering a variety of forums for disseminating the new CIT curricula guidelines. It is expected that proposals will be made for presentations at several conferences of organizations such as SIGCSE, the League for Innovation, Educom, IFIP WG 3.4, and AIS.

3.5 Articulation:

The Committee will continue to deal with the very important topic of articulation in the context of a variety of projects. The area of articulation includes not only program-to-program articulation among high schools, two-year colleges, and four-year colleges, but now also includes articulation issues related to distance education and vendor-specific certification coursework.

3.6 Supporting SIG3C

The Committee continued to lend support to SIG3C primarily through a Committee column as well as other Committee articles published in 3C ONLINE.
